Summary of case: Travis ran a window and carpet cleaning business. He had lost several of his men to the army. He also stood to lose a lot of money; he had tried to sell the business but without success. The local tribunal had allowed him a temporary exemption to 6 Mar 1917 to wind up his business and Travis sought another extension. The local tribunal had not be satisfied that Travis had made any real attempt to dispose of his business stating “this man has not risen to the National emergencies” and refused further exemption “in fairness to others”
