The military representative appealed, saying it was no longer in the national interests that he continues in civil employment and the local tribunal amended the exemption to temporary to 1 Jan 1917. Francis Pickering then appealed and this was allowed, “temporary until substitute. Similar employment” in Feb 1916. Francis Pickering then appealed against this decision
