Summary of case: Appeal made on the grounds that Edwin Powell's wife had just died from Tuberculosis leaving him with three children aged 4, 2 and 1 year old. He had two clerks in his thriving business as a tobacconist but they had been called up. From information given his financial obligations were 'great' and his domestic position 'serious and hard'. He was engaged as clerk to Cavalry Records Office and it was felt his work there was of more use than munitions work.
