Summary of case: Bell had originally been rejected on medical grounds but was reassessed at grade C1. On 25 Oct 1916 he was given exemption until 1 Jan 1917. His employer gave details of his work collecting and delivering large weights of feedstuffs to local farmers, who could not spare men to collect from his premises. He had advertised for a replacement but none had been suitable.
