Summary of case: Blackburn considered his presence at his pub was essential as there were a great many troops billeted in the village, some at his house, and he also did a lot of catering for their officers. In October 1916 the York City Tribunal had granted a temporary exemption conditional on his joining the North Riding Volunteer Regiment, but according to the statement from the York City Tribunal on the North Riding Appeal Tribunal form, it was conditional on his undertaking farm work or munitions. However, he had not undertaken any other work.
