Summary of case: In his appeal to the local tribunal, Underwood wanted a temporary exemption to the end of July 1917, when he would finish his teacher training. He also stated he had been rejected for military service, as unfit, in 1915. He was granted exemption to 1 June 1916 but Major Herbert objected to this on the grounds he had no instructions to exempt students beyond 31 March. “Exemption has been granted until June 1.”[1916]
