Summary of case: Tooth initially appealed to the local tribunal for a temporary exemption to end of July 1917, when he would finish his teacher training. He needed to help his father support the family of seven children. He had to get an advance from the government to do the training, which was expensive and the money would be wasted if he could not complete the course, especially after having to finance his secondary education. He was granted exemption to 1 June 1916 but Major Herbert objected to this on the grounds he had no instructions “whereby a student may be granted exemption beyond 31 March. This man was granted exemption until 1 June.”
