He stated that he had 134 acres inside, 500 acres open moor with 30 cattle 5 horses 470 sheep, that they were understaffed, that Robert Peacock was his only help apart from a boy of 14 years old. 'Don't think a substitute would be satisfactory as it is necessary to know both sheep and moor'. 'In the opinion of the tribunal it is not possible having regard to the wild nature of the country to find a substitute for this man The military representative appealed against this decision'
