Summary of case: On 5 Feb 1917 the local tribunal granted absolute exemption to Joseph Peacock as he was well known to the members as being very weak minded and totally unfit for military service. He was placed in category B but they argued that the medical board could not possibly be aware of his mental condition. He also has a 'double rupture'. 3 Feb 1917 the military representative states that though this is a certified occupation this is no longer necessary in the national interest, the local tribunal granted him absolute exemption on the grounds that he was medically unfit but the military representative asserted that the tribunal were not legally entitled to decide.
