Summary of case: Needed to shepherd over 400 sheep on unenclosed common and assist with farm work not suitable case for substitution, the sheep stray on two different parts of the common one lot is about four miles from home it needs a man to look after them who knows the ground. 5 Jan 1917 the local tribunal thought it was a case that could be suitably met by substitution, Mr Raper Whitehead the appellant is himself an able bodied man and quite capable of doing most of the shepherding on the moor the local tribunal also pointed out that there were four brothers in this family working on three different farms not one is serving in the army we feel that it is only right that they should be represented in H.M. Forces
