Summary of case: Kirby was the only grocer in the district and was the sole support of his widowed mother. In Nov 1916 he was given exemption by the local tribunal until 1 Jan 1917 to appear before the Medical Board. In Jan 1917 he was given conditional exemption as long as he remained in his current employment and continued in the Volunteer Training Corps. The Military Representative appealed against this ruling.
