Summary of case: Letter from H G Thornley, Clerk to the North Riding Appeal Tribunal to the Clerk of the Bedale tribunal: ‘it has been the practice where men holding certificates of exemption leave an employer, and enter into service with a new employer, to treat the application from the second employer as a new application; had the certificate been granted to the man on the grounds of exceptional hardship or as a conscientious objector, the decision would have been different. Therefore treating the application of Chapman as a new application it should be determined by the Local Tribunal in the first instance. You will observe that whilst the case has been before the Appeal Tribunal they have ordered him to be medically examined and he has passed for general service, and this has caused the delay.’
