Summary of case: Spence had been allowed temporary exemption until 1 Jan 1917 and a further temporary exemption until a suitable substitute could be found. The military representative stated that it was inexpedient in the national interest for Spence to be permanently retained in his present occupation. Thomas Clarke appealed against this decision stating that Spence is a tenant farmer at Braidley and the land is ‘wide apart and scattered and the farm cannot be worked properly without two good men….Spence is indispensable.’
