Summary of case: Leadley’s original appeal to the local tribunal states he has a wife and child dependent on him. He has three workmen, two full time and one part time. He has already lost two other workmen to the forces. Most of his business is with farmers and farm servants in the district who only pay him when their wages are paid at Martinmas and Christmas, therefore he has exceptional financial business obligations. The local tribunal granted him conditional exemption as long as he remains in his current occupation and joins the Volunteer Training Corps. The military representative appealed against this decision as he stated that continuing as a master tailor was not in the national interest.
