Summary of case: The local tribunal gave Harland a conditional exemption as they believed that there is a shortage of boot and shoe repairers. Harland is married and works for Mr Cook of 5 Flowergate, Whitby who has lost many men from his business. This has made it difficult for the poorer classes to have their boots repaired as each man taken puts up the cost of repairs. The military representative appealed against the decision of the local tribunal as he stated that continuing as a boot repairer was not in the national interest.
