Summary of case: Cook’s father originally appealed to the local tribunal as Thomas Cook is responsible for the running of the ‘factory’ and he has a wife and son. Three out of his Mr Cook’s four sons have already joined up. He states that his family have done all they can for the defence of the country. The local tribunal gave him a conditional exemption as long as he remains in his current occupation and joins the Volunteer Training Corps. The military representative appealed against this decision as he stated that continuing as a boot maker was not in the national interest.
