Summary of case: Joseph Cole was granted conditional exemption for two months in April 1916, and then in June 1916 he was given exemption as long as he remained in the same employment. In November 1916 the Military Representative (Lieutenant Graham Craig) appealed and the case was adjourned until he could be medically examined at Richmond. On 15 December 1916. The military appeal was allowed. In Feb 1917 he appealed on the grounds that no other coble builders and repairers could be found, although the local tribunal claimed that there was one other as well as the applicant's father.
