Summary of case: Hewling's employer had appealed against conscription as he was in a certified occupation. Hewling had added that his wife was delicate and almost blind and not fit to be left by herself. He was given conditional exemption by the local tribunal and had to join the Volunteer Training Corps. The military representative appealed saying the claim of certified occupation cannot extend to every man and ‘there is no reason why the man should be deprived of the opportunity of distinguishing himself in the service of his King and country.’
