Summary of case: Mitchell's employer had appealed against conscription on the grounds he could not be replaced. Conditional exemption was granted by the local tribunal, when a second application was made and further exemption was granted to 16 April 1917. The military representative then appealed, saying Mitchell was “a seller only”, and a man ineligible for the army could do that. The representative also said “”there is no reason why the man should be deprived of the opportunity of distinguishing himself in the service of his King and country.”
