Women cannot do the work because the barrels etc are too heavy for female labour. They supply large quantities of paints to firms engaged in munitions work. The firm has to support the applicant's mother and sister. He also points out his own domestic circumstances: a delicate wife, two young children and his own poor health and severe rheumatism in cold or damp weather.
