Summary of case: Appellant states that he is a pharmacy proprietor holding a wine licence. He has owned it for a number of years and his family are totally dependent on him. Local tribunal state that he is an unqualified chemical and apparatus seller, holding an off-wine licence and he does not dispense and is not asked for by the Panel. He has already had two exemptions and has not made any alternative arrangements. The local tribunal believe this man will be useful in the army.
