Summary of case: Appellant states that he is a house builder and is currently building workers houses, and he has incurred heavy liabilities in order to build them. If he were to be enlisted he would suffer heavy financial loss. Local tribunal state this man has been given two dates previously to complete theses houses and has failed to do so. They state his partner is more than capable of looking after things. Finally they state these houses should have by now been completed if they are so urgently needed.
