Local tribunal refused his appeal, military representative agreed not to call him up before 31 December 1916 so that the Society could have his services at that busy time. The appeal to the County Tribunal was on the basis that he was the manager and the only man in that shop. The local tribunal in their evidence to the County stated that another man, ‘1774 Clarkson’, from the Co-operative society was expected to go but now has been rejected and they thought that he might be substituted for Latto in the shop.
