Summary of Case: Wardell is the only person left in the business as his brother is in the army. If he is called up the business will have to close. He considers that repairing boots is of national importance, ‘as people cannot do without boots’. He is also the only person in the town supplying small boot repairers with tools and leather. He was allowed until 1 Feb 1917 to train his wounded brother who is now discharged from the army.
