Summary of case: Myers was a single man whose brother had been killed at the front. He looked after his dependent mother and would suffer hardship if he had to close his business. He also cut hair at the local Red Cross hospital as a volunteer. He had been rejected on medical grounds when he attested in 1915. The local tribunal agreed he should be exempt but the military representative appealed, saying the shop was ‘very small and in [his] opinion … not wanted in Richmond’. He said the Civil Liabilities Bill was passed to meet hardship cases like this. He said ‘there is a general feeling in the town that [Myers] certainly ought to have been ordered to join’.
