Four of his father's employees had already left. In addition to carting coal and coke, he also provided carting services to a variety of other services in York, including the munitions works and some schools. The final application noted that on 20 Nov 1916 men engaged in the retail distribution of coal should be treated as in a certified occupation, and that carters in York were in very short supply. On 15 July 1916 he was granted temporary exemption to 1 Nov 1916. The second application was dated 30 Oct 1916 and this was allowed until 1 Jan 1917 as a final exemption.
