Summary of case: J B Swinnerton is a fully qualified dental surgeon, who joined the practice of Richard Cussons in Kirkbymoorside in 1915, but his employer died soon after, and his executors kept him on while they sorted out the complicated estate. Swinnerton is in negotiation to purchase the practice. There are three letters from local doctors detailing the extent of the practice and claiming that it is essential for the public good in a large rural area and three towns. The local tribunal considered that people could travel to the other dentists in the area. Swinnerton provided an extract from the instructions to the local tribunals that dentists should be considered for exemption, depending on local conditions.
