Summary of case: His appeal as a one man business running a hairdresser, tobacconist and general agent providing a service for over 20 years. ‘It is the only Hairdressing Salon on the south side of the railway and the only one that caters for the best class trade. My customers not only include Saltburn, but practically the whole of the Clergy and best people of the district, together with the Military (Brigadiers, Officers and Men stationed here, and at the Guns, the Searchlights, from Marske, and the Saltburn Nursing Home)’. The local tribunal gave Payne a one month exemption but stated that he could obtain an assistant to run the business under the supervision of his wife. In his evidence to the North Riding Appeal Tribunal he reiterates that he would suffer severe financial hardship as his capital is tied up in the business. He also says that ‘he is supported by the best people in the district these include the Clergy, Doctors, Lawyers etc, also members of the House of Lords, the Cabinet, House of Commons etc’ ‘I get the majority of the Military stationed here, also from the district. These include the Brigadier (Col Armstrong) Officers, NCO and many of the men’ He also repairs gramophones which give relief to the wounded soldiers and to the boys on leave.
