Summary of Case: ‘We apply for the exemption of Edwin Collinson who is Assistant Overseer, collector of the Lighting rate and Clerk to the parish Council. The duty of the Overseer is to make the Rate and afterwards collect is. The rate is collected half –Yearly. There are 672 assessments. Notice of these have to be served to each ratepayer twice a year…..It is quite impossible to find another man to do this work as it requires one with practical knowledge and experience.
