Summary of case: Stewart was the only coal merchant in the area who delivered small quantities and, it would cause hardship to poorer families, as his business would have to close if he was called up. This would also cause hardship to his family. He referred to the recommendation of Walter Long, President of the Board of Trade, about exemption for one-man businesses. The local tribunal had agreed and granted him exemption, conditional upon his remaining in this work. The military representative appealed because other coal merchants in the area could meet the need for coal, that as an attested man he should act up to his declaration when called, and that other coal dealers had had their appeals dismissed.
