It is expedient in the National interest that he should be engaged in the work in which he is habitually engaged and serious hardship would ensure if the man were called up for Army Service owing to is business obligations and domestic position. He is 37 years of age, married and has 4 children. He is my foreman and is responsible of the care of supervision of the whole of my valuation 14 horses which are used in connection with my extensive business of a Coal Merchant and Timber Haulage Contractor. He is a very good horseman and is competent to look after the horses effectively when they are ill. He is a foreman over my 18 employees and acts as a loader, at my Coal Depot on the Railway Siding. 8 of my men have joined the Army and this and one other man are the only eligible men among my reduced staff of 18 employees. He is indispensable to the proper supervision of my men and care of my horses and it is impossible to replace him with an efficient substitute.
