Summary of case: ‘That I have always understood from the many instructions and rules in circulation, that workmen engaged in certified or ‘starred’ occupations, such as ours, and engaged in the manufacturing of goods coming under the designation of ‘war service’, were exempt, until called up by the Military authorities, when I should then have the opportunity of lodging any appeal for exemption, that I found would be necessary for my business, and to the tribunes [sic] satisfaction. Acting upon this belief I delivered my application for appeal immediately the workman received his notification. I very much regret if I have unwittingly overlooked some rule contrary to my action and unknown to me and respectfully solicit your reconsideration.’
