In the first place there does not appear to be any case of financial or domestic hardship; he is living with his father, mother, brother and sister in Townend Street, but incurs no financial liability with reference to them. His father and sisters work at Rowntrees his brother is employed at the Cavalry Barracks on light duty, for which he receives 15 shillings a week, and the mother is also healthy and able to do all the work necessary. His stock in trade is very small and if necessary can be disposed of, and it is not in the national interest that his business should be continued in Townend Street, as there are a considerable number of drug stores in the immediate vicinity
..It has been reported to me that he has been seen spending a considerable time at the door of his shop waiting for something to turn up, and it would appear that he has very little work to do.
