Summary of case: He claimed to be in a reserved occupation (carter engaged in food supply) and the local tribunal granted exemption provided he remained in his current occupation. Major Herbert disagreed and appealed against this decision: ‘I contend that although this man is in a certified occupation, he is no longer in such and would be more usefully employed in the army. He is a young, single man already had exemption to 20 Jul 1916 and I consider that the employer who are connected with several very large firms could get someone to replace this man.’
