Summary of case: The board stated that Wm Holgreaves was essential to the maintenance of the drainage system of 12000 acres in the Derwent valley, because of his experience and local knowledge. In a document ‘Rider A’ Hugh W Pearson writes: ’It was obvious that some of the members of the tribunal were prejudiced and expressed such prejudice as arising from the fact that Mr Holgreaves is himself a member of the Advisory Committee although he did not adjudicate when his own case was before the Committee, and in other respects irrelevant matters were considered, and the application was not treated on its merits.’
