Summary of case: Kemp appealed on the grounds that his business would not be carried on in his absence and this consequently would cause serious hardship to his wife and two children. The local tribunal decision in May 1916 was that he was granted a temporary exemption till 1 August 1916. William applied for further extension to this in July 1916 and was granted exemption until the 1 Nov 1916 and to join the Volunteer Training Corp. Another application was made to the local tribunal on 25 Oct 1916 where he was granted temporary exemption till 1 April 1917. On 24 Mar 1917 Kemp again requested an extension to his exemption, this was disallowed by the local tribunal on the grounds that the man's occupation was not essential in the national interests but not to be called up before 19 June 1917.He appealed for further exemption in April 1917.
