Summary of case: When Rapp voluntarily attested in May 1916, it was noted that he had been medically rejected since Aug 1915. The local tribunal on 19 May 1916 noted his previous rejection 'by Military Authorities (Medical Board) as unfitted for any service' but he was now appealing on the grounds of serious hardship because the heavy contract he had entered into to feed 600 soldiers in the area had caused him financial hardship once they had departed suddenly. He was now seeking conditional exemption to ' readjust finances'. He needed time to train a replacement.
