Summary of Case: Martha Parmley is a widow. She has six children (youngest is 13) and a business to run. She has angina and is no longer able to manage the day to day running of the business. Mrs Parmley requested that she appeal to the Central tribunal: on the grounds that the local tribunal was not constituted legally. Thomas Parmley employed a solicitor to put his case. The North Riding Appeal Tribunal refused his right to appeal to the Central tribunal. On 18 Apr 1916 the Clerk to the tribunal instructed G A Roper, the Recruiting Officer at Richmond, to “call him up for service and proceed in the ordinary way”.
